  3. You have to search buissiness' for it. Causing drama inside cafe,gym ; bookstores and and and could make him appear..

  4. If by rival you mean Chad, you have to defeat Evelyn in drama battles at collab/gathering locations. Once an Evelyn is fully defeated, there’s a chance for RadChad to spawn. It does not happen every time so you might have defeat multiple Evelyn’s in multiple locations before Chad shows up.
